It's not making 400 hp.
If it did once, it's now only running on 3 cylinders and smokes like Snoop Doggy Dog. Because there's no way the motor survived 30psi of boost.

I'm going to disagree. There's a Neon running in the North American rally circuit that puts down over 400 hp under full boost.

But, is that an $8,500 neon that somebody's selling to college kids? What other modifications have been performed to the engine to allow it to make 400hp and how much boost does it run? How long does the engine last at that power?

Valid point on it not being an $8,500 car. Not sure what kind of engine modifications it has, I haven't poked around under the hood or anything. I do know the engine block has to be completely stock per the rules. He's over 25 psi of boost, not sure if he's as far as 30. Hasn't popped the motor yet in about three years of running (munched a few axles and gears though). The car was built in 2003, along with two other identical SRT Neons (which have since disappeared), as part of a Mopar factory rally program. They were fast, reliable cars with very few retirements. But like you said, definitely not $8k college cars. Probably closer to $100k including R&D.

I'm sure all of the internals are way better than this one's. And shit, my 2.3L Pinto motor's block is rated to handle 1000 hp

If that engine isn't seriously built, it wont be worth the scrap metal it'll eventually turn into.
I've seen professionally built SRT4 engines put down 500+ reliably, but it was a lot more than 8.5k to make it happen.

If it has the MOPAR Stage 3 kit and no other mods, then it's likely legit. Stage 3 w/toys made 400HP @ the crank reliably @ ~23psi on 100 octane pump gas. It's no joke.
The SRT car-nerds beat the piss out of one of their 'show cars' and ran the Stage 3 in their SRT-4 Rally Car. It's rock solid. _IF_ there are no other mods.
The SRT-4s have been holding their value due to their niche following.

The 'Factory' SRT-4 Rally cars ran stock short blocks and had the Stage 3 kit installed (turbo, sprayer, and dial-a-boost). It was an additional 'powertrain durability' program for SRT.
The A853/A855 2.4L turbo motors are pretty bullet proof if properly tuned (read: adequate fuel/spark w.r.t. boost)...
Where 'tuners' got into trouble was running lots of boost without higher flow/pressure fuel pump and/or running too much spark advance. Detonation is the enemy of pistons. The top ring land usually sacrifices itself to the exhaust turbine wheel.
